On August 15 (28), 1917, a Church Council was inaugurated in a solemn atmosphere and
was the first local council of the Russian Orthodox Church. It completed the so-called Synodal
period which began under Peter the Great with the prohibition of the election of a new
Patriarch in 1700 and the official introduction of the Spiritual Regulations in 1721. Preparations
for the Council had been underway since the early 1900s and its sessions were
opened when anti-monarchical sentiments prevailed in the Church. Members of the Holy
Synod and the Pre-Council, all the diocesan bishops, two clerics and three laymen from each
diocese took part in the Council. This article aims to describe the role played by the lay
people in the work of the Council, and makes an attempt to define the ecclesial reality of
the lay people in the Russian Orthodox Church.
