The article begins by presenting the various majorities and minorities that made up the Second
Vatican Council. The article then presents the rules of the Second Vatican Council
and the consideration of the minority therein, beginning with historical precedents and legal
precedents. Indeed, it is noted that in the 1917 CIC there is no explicit mention of a
vote to reach a council decision. Only pontifical confirmation is strictly necessary (can.
227). The application of the Rules of Procedure during the Council allowed for a broad
understanding of the documents, all of which were approved by a very large majority thanks
to the interventions of the Pope who gave space in the documents or, in the case of the Nota
praevia to Lumen Gentium, in the interpretation, also to the concerns and proposals of the
minority.
